CM Chandrababu Naidu distributes State emblem Pattadar Passbooks to farmers under the ‘Mee Bhoomi–Mee Hakku’ programme in Kaikaluru.
Kaikaluru: Andhra Pradesh Chief Minister N. Chandrababu Naidu has announced that the state's comprehensive land re-survey will be completed by 2027, with tamper-proof Pattadar Passbooks bearing the official State emblem to be issued to farmers and landowners.
Participating in the distribution of ‘Mee Bhoomi–Mee Hakku’ Pattadar Passbooks at Kalidindi in the Kaikaluru Assembly constituency, the Chief Minister handed over a passbook bearing the State emblem to woman farmer Nallajarla Durga Bhavani.
Addressing the gathering later, Naidu said the government had introduced Revenue Records Reforms 2026 with the objective of cleansing, streamlining and modernising land records and resolving long-pending revenue-related problems.
The Chief Minister said the government had incorporated multiple security features into the new Pattadar Passbooks to prevent tampering and fraudulent alterations.
According to him, blockchain technology, QR codes and other security features have been incorporated into the passbooks, with security measures designed to protect property-related information.
So far, 32.22 lakh Pattadar Passbooks have been distributed to farmers and landowners.
Naidu said the government would complete the re-survey in 9,365 villages over the next seven months and issue another 68.64 lakh Pattadar Passbooks.
The Chief Minister said land-related disputes involving nearly 41,000 acres had been resolved so far, benefiting more than 1.27 lakh farmers, industries and members of the public.
He added that approximately 1.36 lakh acres had been freed from freehold restrictions.
The government is also digitising historical land records, including 1-B, Adangal, DKT, ARC, Inam and Ceiling records. Link documents will also be made available online, he said.
Nearly nine lakh people have so far been provided the facility of auto-mutation, according to the Chief Minister.
Naidu said the re-survey process was being conducted in the presence of farmers to ensure transparency.
After completion of e-KYC, Pattadar Passbooks bearing the State emblem are being printed and distributed through Gram Sabhas, he said.
The objective, according to the government, is to create a transparent and secure land records system while reducing disputes and making property-related information easier to access.
The Chief Minister also sanctioned Rs. 36 crore to Kaikaluru for addressing drinking water problems in the Kolleru region.
He said the government was simultaneously focusing on the needs of the aquaculture sector.
Naidu reiterated that subsidised electricity was being provided to the aquaculture sector at Rs. 1.50 per unit, irrespective of whether farmers operate within designated aqua zones.
He said the subsidy placed an additional financial burden of around Rs. 1,150 crore on the State Government, but would now also benefit nearly 12,500 aqua farmers in non-aqua zones.
The Chief Minister also highlighted government support for tobacco growers, saying a Rs. 10 per kg subsidy had been provided for tobacco.
He said discussions were also held with the Centre to facilitate Rs. 50,000 loans per tobacco curing barn to provide additional financial support to farmers.
Naidu also stressed the government's commitment to maintaining law and order and said political affiliation would not protect anyone who violated the law.
He cited the recent action against a TDP leader who allegedly behaved inappropriately towards a woman in Guntur. The leader was suspended, a case was registered and an inquiry was initiated, he said.
The Chief Minister made it clear that anyone causing inconvenience to the public or violating the law would face action, irrespective of whether they belonged to the ruling party.
He also criticised the Opposition, alleging that it was attempting to create disturbances and undermine the government's development agenda.
Later, Naidu distributed tractors to farmers and visited various stalls set up at the programme venue.
