CM Chandrababu Naidu directs MPs, MLAs and officials to implement Constituency Vision Action Plans, focus on KPIs, innovation, technology and local development.
Amaravati: Chief Minister N. Chandrababu Naidu has directed ministers, MPs, MLAs and officials to effectively implement the Constituency Vision Action Plans and achieve the targets set for placing Andhra Pradesh among the leading states in the country across all sectors.
The Chief Minister issued the directions while reviewing the progress of the Vision Action Plans through a video conference with ministers, MPs, MLAs, collectors, Young Professionals, Knowledge Partners and other officials in Amaravati.
Naidu said Andhra Pradesh was the first state in the country to formulate and implement Vision Plans on a constituency-wise basis, adding that the initiative had received recognition at the national level.
He said elected representatives had a key role in translating the vision plans into tangible development outcomes. Ministers, MPs and MLAs should closely monitor progress and work towards achieving the identified Key Performance Indicators (KPIs) in their respective constituencies.
The Chief Minister stressed that constituency development plans should be designed according to local resources, economic potential and specific requirements.
He said the State Government had prepared constituency-level vision plans after considering various aspects of development and directed officials to implement them more effectively based on ground realities.
“Young Professionals, Knowledge Partners and Swarna Office staff have an important role in implementing the Constituency Vision Plans,” Naidu said.
He called upon them to think innovatively, improve public services and contribute to the overall development of their respective constituencies.
Naidu said a Data Lake had been created to provide information on various aspects of development and governance.
He directed officials to analyse the available data and make maximum use of technology while planning and implementing development programmes.
The Chief Minister also asked MLAs to conduct regular reviews of the implementation of Constituency Action Plans.
He cautioned that field-level reviews should not become a mere formality and stressed that the process must be transparent, result-oriented and accountable to the people.
Naidu said the government’s objective was not limited to providing financial assistance to beneficiaries.
The larger goal, he said, was to help people become economically self-reliant and move towards sustainable empowerment.
Referring to the P4 project, the Chief Minister said support was being extended to poor families and called for entrepreneurs to be encouraged as partners in the fight against poverty.
He said every poor family should have confidence that society and the government would stand firmly behind them.
The Chief Minister directed officials to focus on increasing per capita income in every constituency.
He also called for coordinated efforts by public representatives, field-level officials and employees to ensure that industries receiving government approvals were actually established in the concerned districts and constituencies.
Naidu said government employees had already completed 1.50 crore online courses as part of efforts to improve their skills and capabilities.
He said the Constituency Vision Plan Unit had also received recognition at the national level.
The Chief Minister stressed the need for officials and public representatives to move away from conventional approaches and adopt innovative solutions suited to local conditions.
The Chief Minister said the increasing cost of education and healthcare had become a major financial burden for poor and middle-class families.
He said the government had introduced initiatives such as Sanjeevani and Thalliki Vandanam to help families overcome these challenges.
Naidu said improving educational standards and skill development in government schools had resulted in one lakh additional students joining government schools.
This, he said, had helped reduce the financial burden on families while strengthening government education.
Naidu stressed that close coordination between elected representatives and officials was essential for effective governance.
He said political governance should be implemented effectively at every level and called upon public representatives and officials to work together to resolve local problems.
The Chief Minister said significant results could be achieved only when people were made active partners in government decisions and development programmes.
Naidu cited the public response to the inauguration of Bhogapuram Airport as an example of people becoming active partners in a development initiative.
He recalled that the campaign launched under the theme “Wings to the Dreams of North Andhra” received strong public participation, with people voluntarily coming forward to promote it.
The Chief Minister also referred to the successful completion of the Mega DSC recruitment process, which was aimed at providing employment opportunities to youth and unemployed candidates.
He said that despite several attempts to create obstacles to the recruitment process, the government successfully conducted the Mega DSC and completed the recruitment.
Naidu said that when the transparent recruitment process faced criticism, teachers themselves came forward and launched a movement in its support.
“If the government can win the confidence of the people, their cooperation will also be forthcoming on the same scale,” the Chief Minister said.
Naidu reiterated that the success of the Constituency Vision Action Plans would depend on effective coordination, data-driven governance, innovation, transparency and people’s participation.
He called upon ministers, MPs, MLAs, collectors, officials and field-level teams to work collectively to achieve the identified KPIs and address the specific needs of each constituency.
The Chief Minister said the ultimate objective was to ensure that development reached every constituency and that Andhra Pradesh emerged as a leading state across sectors.
Minister Payyavula Keshav, Principal Secretary, Finance and Planning Piyush Kumar, and APSDP Executive Director V.R. Alaparthi were present.
