TRAI launches the Digital Connectivity Rating Platform, allowing consumers to search, verify and compare property connectivity ratings before buying or leasing.
New Delhi: The Telecom Regulatory Authority of India (TRAI) has launched the Digital Connectivity Rating (DCR) Platform, a new integrated digital system designed to make the digital connectivity readiness of properties visible, searchable and verifiable for consumers.
The platform brings property managers, registered Digital Connectivity Rating Agencies (DCRAs) and consumers onto a common digital interface, enabling the end-to-end process of assessing, certifying and publishing the digital connectivity rating of properties.
TRAI said the initiative is aimed at making connectivity a more transparent and measurable attribute when consumers evaluate properties for purchase or lease.
The DCR Platform provides a public interface through which consumers can search properties that have received digital connectivity ratings.
Users can search for a rated property using its name, certificate ID or location. They can view the property's digitally signed rating certificate and verify its authenticity through the QR code provided on the certificate.
The system also enables consumers to compare properties based on their published connectivity ratings.
According to TRAI, the information can help prospective buyers and tenants assess digital connectivity before making a final property purchase or leasing decision.
The platform has been developed to implement the framework prescribed under the TRAI (Rating of Properties for Digital Connectivity) Regulations, 2024, as amended by the Rating of Properties for Digital Connectivity (Amendment) Regulations, 2026, notified on May 13, 2026.
It also incorporates the rating process specified in the Rating Manual 2026, issued by TRAI on June 9, 2026.
Property Managers can register properties under categories such as public, government, commercial and private through the platform.
They can submit rating applications, upload required information and documents, select a registered DCRA and track the status of applications online.
The platform supports assessment workflows for both constructed and under-construction properties.
Registered Digital Connectivity Rating Agencies can access applications assigned to them through the platform and undertake assessments in accordance with the prescribed framework.
DCRAs can record observations and test results, manage supporting documents and complete the rating process digitally.
The platform supports the complete workflow covering assessment, report generation, certification and publication of ratings.
TRAI said the system also integrates eSign for digital signing and verification of documents and certificates.
Online payment of applicable rating fees, email and SMS notifications, secure storage of property records, test results, certificates and audit logs are also supported.
A dedicated mobile application has been developed to support field assessments.
Authorised DCRA personnel can use the application to conduct in-building digital connectivity measurements according to the prescribed testing methodology.
Information about properties submitted through the web portal can be synchronised with assessment data captured through the mobile application.
This integration is intended to create a digital trail from property registration and field assessment to certification and publication of the final rating.
The Digital Connectivity Rating framework provides a standardised method for evaluating connectivity within properties.

TRAI said the framework is intended to encourage developers and property managers to consider digital connectivity infrastructure at an appropriate stage of property development.
It also provides a mechanism to assess connectivity infrastructure and performance in existing properties.
Speaking at the launch, TRAI Chairman Anil Kumar Lahoti said the platform establishes a transparent and standardised framework for assessing the digital connectivity readiness of properties.
He said publicly searchable ratings and verifiable certificates would provide consumers with credible and comparable information when choosing homes and offices.
The platform, according to TRAI, is also intended to encourage property managers to plan digital connectivity infrastructure during the appropriate stages of development.
With digital services becoming increasingly important for residential and commercial properties, the DCR framework seeks to make connectivity infrastructure a visible and measurable component of property evaluation.
